Dear Serpell,

I am sorry that your letter of the 16th September about the proposed revisions in the Grant Code for Hong Kong Schools has not been answered before.

we have approved the additional expenditure involved by the adoption of the revised Code, subject to further information on some points raised by the Non- African Sub-Committee of the Advisory Council on Education in the Colonies, and to consideration of the points lettered (a), (b), (d) and (e) in your letter.`

3. Point (c) in your letter about the terms of service for teachers can be answered straightaway:

(1) High Cost of Living allowance is paid to all teachers.

(11) Residential Allowance at the rate of 10% on the first £400 of salary, 5 on the second, and 24% on the third, is paid.

(111) Normally, Government quarters are available at fixed low rents. If no quarters are available, a rent allowance is paid towards the cost of renting private quarters.
